Lockstep with the 2026-08-12 ports in the other repos: drafts don't burn reviews, a hung review can't hold a runner past 30 minutes, and a superseding push cancels the in-flight review of the same PR.

Local review gate (bot self-skips on its own workflow file): dedicated reviewer verified the hunk is byte-identical across all three repos, structurally valid at job level, semantically correct for all four trigger types, and touches nothing else in the file. CLEAN — merging. |

Lockstep parity with the hardened 2026-08-12 ports (admin/website/patches): draft PRs skipped, 30-minute timeout, per-PR concurrency group with cancel-in-progress. The review bot self-skips on PRs modifying its own workflow (anti-injection guard), so this PR's gate is a local review — the identical hunk was review-approved twice today on the new ports.
