Integrate the existing evaluation-ai adversarial verifier and consensus-ai strategy behind the agent arbiter. Deterministic hard gates remain authoritative; independent verification adds a second acceptance gate when the optional packages and a multi-model panel are available. Keep the integration provider-neutral and preserve the existing reviewer contract.
