What does this PR do? What is the motivation?
In this PR, I am adding a new nav tab to the DBM documentation so that we can more easily share project information that we are actively working on. This helps address two key issues: more easily project information with customers and give SME/AE agency to quickly share project objectives with potential partners (helps build interest and momentum).
