Filesystem abstraction: ContentRepository

In many places we use and return java path objects.
We should add an abstraction layer between. This allows use to add another layer that doesn't use the Filesystem but maybe a database.

We should start with the implementation and update the main internal classes to use the new content repository.
The new repository should be marked as experimental first.
