fix: read nested handler annotations on BoxLang

Summary

• read handler annotations from the nested annotations metadata structure used by BoxLang
• retain support for engines that expose annotations at the metadata root
• add a regression covering secured-style handler metadata and missing defaults

Verification

• EventhandlerBeanTest: 13 passed
• coldbox.tests.specs.web.context: 214 passed on BoxLang 1.16.0+57
• targeted cfformat check and git diff --check passed
