fix(admin): A2A card hint — per-source ✓/○ status (CLEAN-95) - #88

…hing (CLEAN-95) A card with a description but no skills was still headlined 'advertises nothing' while the description sat right above the banner — and the claim 'never by topic' was wrong: matching runs on the description too (the T037 prod run proved it). The hint now shows ✓/○ per source (description / template skills / knowledge) with what is set marked green, and the Row and picker warnings say 'no skills — matching leans on its description alone' when a description exists. Bumps 0.3.53. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>

Review feedback on the shipped A2A tab: with a description set but no skills, the hint claimed the card 'advertises nothing' right under the visible description — and 'never by topic' was factually wrong (matching runs on the description; T037 proved it live).
