Fix notebook 18 so it validates provenance from the persistent completed run while retrieving checkpoint references from the verified temporary tail cache.
Regenerates notebook 18 and dependent notebook builder hashes; adds a contract regression test.
Validated locally with:
python -m unittest baseline.tests.tangent_rg.test_notebook_contract -v
