Story: BI-2948 - Sample Submission Download

Removed option to download sample submission lookup file
Added option to download sample submission file and linked it to relevant backend endpoint

Testing

--Navigate to Sample Submission details
--check not there
--check is there
--check download creates file with expected columns
--check download creates file name as expected
--check download creates file with correct info (make sure to try case with each of columns having values filled in import file)
--check download creates file sorted as expected
