The merged-PR obligations from CLAUDE.md's board-hygiene table: a PR_ARC_INVENTORY PREPEND and a LATEST_STATE row for #1177 (eb84b275).

#1177 was not hygiene-only — it added a plan, five D-ids and four board corrections — so the termination clause does not discharge it and both entries are owed.

What the entries record beyond the summary

  • BackingStoreWrite is BUILT and UNWIRED. 9 methods, both arms real, zero callers outside its own test module, behind a feature no workflow builds. The board had the migration as design-stage.
  • dispatch_busdto:281 is excluded from the cutover, not routed — it needs an f32 tenant MailboxSoA does not have. Found by codex, not by me.
  • Three board facts corrected: COMPONENT-MAP.md:108's retirement wave "(W7)" does not exist; the parity gate is :1361, not :1145; there are two parity tests, not one.
  • The stranded predecessor is logged as an OPEN operator decision, not silently closed — council-hardened, 2770 commits divergent, never on main.
  • The review arc's own lesson: twice in two commits a fix landed in the plan and was not propagated to the board, and the two then disagreed. A grep cannot catch it — the plan matches, and the board's silence reads as absence of an opinion rather than contradiction. A per-deliverable plan↔board diff can.

Termination

This PR's entire content is board hygiene for a prior PR, so per CLAUDE.md's termination clause it generates none of the merged-PR obligations — no arc entry, no LATEST_STATE row. The chain stops here by rule, not by omission.

Verification

Read-before-write on both ledgers, with the wc -l post-check the destructive-prepend law requires: PR_ARC 6279 → 6290, LATEST_STATE 3033 → 3047 — neither shrank. Index regenerated last, after the board writes, per the #1085 ordering — already current. append-only OK (9 checked), no new citation decay, zero files under crates/.

The merged-PR obligations from CLAUDE.md's board-hygiene table: a
PR_ARC_INVENTORY PREPEND and a LATEST_STATE row. #1177 was NOT hygiene-only --
it added a plan, five D-ids and four board corrections -- so the termination
clause does not discharge it, and both entries are owed.

Recorded beyond the summary, because these are the parts a future session
would otherwise re-derive:

- BackingStoreWrite is BUILT and UNWIRED. 9 methods, both arms real, zero
callers outside its own test module, behind a feature no workflow builds.
The board had it as design-stage.
- dispatch_busdto:281 is excluded from the cutover, not routed: it needs an
f32 tenant MailboxSoA does not have. Found by codex, not by me.
- Three board facts corrected: COMPONENT-MAP.md:108's retirement wave "(W7)"
does not exist; the parity gate is :1361 not :1145; there are two parity
  tests, not one.
- The stranded council-hardened predecessor (2770 commits divergent, never on
main) is logged as an OPEN operator decision, not silently closed.
- The review arc's own lesson: twice in two commits, a fix landed in the plan
and was not propagated to the board, and the two then disagreed. A grep
cannot catch it -- the plan matches and the board's silence reads as absence
of an opinion rather than contradiction. A per-deliverable plan/board diff
  can.

This commit is hygiene-only, so per the termination clause it generates no
obligations of its own: no arc entry, no LATEST_STATE row. The chain stops
here by rule, not by omission.

Read-before-write on both ledgers; wc -l post-check per the destructive-prepend
law: PR_ARC 6279 -> 6290, LATEST_STATE 3033 -> 3047, neither shrank. Index
regenerated LAST, after the board writes, per the #1085 ordering -- already
current. append-only OK (9 checked), no new citation decay, zero crates/.
