Rescue the stranded rung-per-classid ruling + PR_ARC for #1128/#1129/#1130 - #1131
Conversation
Each rung gets its own palette, so vocabulary IS epistemic altitude; with the r2il microcode shape, one byte at rung N addresses a whole script at rung N-1 — escalation becomes an addressing operation, and every level stays replayable. Mirrors the tier-graded register ruling one level up. W5's held rung 5-9 table becomes, additionally, the classid mint list for the upper palettes — the hold stays; nothing is minted before the table. Rescue + hygiene: the stranded rung-per-classid ruling, PR_ARC entries, parity re-verified
Two commits:
cherry-picked forward: one classid per rung level — vocabulary IS
epistemic altitude; with the r2il microcode shape, one byte at rung N
addresses a whole script at rung N−1, so escalation becomes an
addressing operation and every level stays replayable. W5's held rung
5–9 table becomes, additionally, the classid mint list for the upper
palettes — the hold stays; nothing is minted before the table.
including the finding-grade lines: two disable-run PASSES that were
findings, the three-branch reconciliation audit, and the armed parity
verified red-then-green ACROSS the OGAR ideas: COCA-Bundle vs Jina-CLAM bucket comparison (Probe candidate) #296 merge boundary — it failed
against pre-mint OGAR main and passes now (both directions, count pin 6),
exactly the behaviour the raw-index design promised.
