At the audited baseline, dispatch_from_top_k has no callers outside its own unit tests and re-export (repo-wide search finds no invocation in serve.rs, grpc.rs, or another runtime path), so PerturbationDto.top_k does not currently flow into ShaderDispatch.rows. Treating this as a live bridge also makes the proposed “current min/max window” experiment control non-runnable without new wiring; document it as a dormant adapter or identify and test an actual caller before using it as the current baseline.

This is the successor/convergence plan surfaced by the #1077 audit. #1077 remains the source-audit / first-composition bridge; this PR owns the larger cross-repo question: who should own reusable cognition once Alpha, graph-native derivation, witness identity, loco/R2IL, Revision, and domain observations are composed?
Core thesis
Domain repos such as MedCare should own grounded observations, domain identity and projection.
lance-graphshould own reusable reasoning mechanics over canonical graph addresses. Ephemeral cognition should use the existing Alpha/attention substrate; derivations should remain premise-addressable; witness/source semantics must be recovered from the existing W-slot/receipt machinery before minting anything new; persistent epistemic change must pass Revision/Rubicon and replay.Why a new PR instead of growing #1077
