Preserve Thinking Cell and Tool Cell ordering while streaming. Keep completed exploration groups collapsed when live reasoning starts, and detach only unfinished exploration groups so later tools do not merge across the reasoning boundary. Validation: cargo test -p devo-tui; cargo fmt --all -- --check; git diff --check.
