BDFParser Cannot Read The Glyph Encodings Correctly in BDF

[This font pack](https://www.x.org/archive/individual/font/font-isas-misc-1.0.3.tar.gz) uses GB2312 encoding (which is different from ICU), and when I try to display text using them, the glyphs seems to be remapped to the Unicode codepoint. For example, 啊 (16-01) is remapped to 0x3121.
