PersistenceService allows loading from persistent file only once #1

PersistenceService will not load statements from persistent file after class CEML called loadFiles() for PersistenceService. When DataProcessingCore calls loadFiles(), flag "loaded" in PersistenceService is already set to true.

Workaround: Use bootstrapping instead of persistence.
