feature-request: support --help and --version flag

on linux i (and i assume lots of others too) often run programs which I know but dont exactly remember what flags they support with --help or -h and expect a short description of that. it would be great if J supported this!

furthermore it would be great if j had a --version flag

jconsole -version
implemented. But not sure what -help should print.

the help option of programs prints how to invoke them, check some out for examples.

at the very least list all accepted options like -version, -noel, help itself, ... with a short description.

please make sure to not name the option -help because this defeats the purpose of being discoverable; the expected names are --help or -h.

you could also give a short description of how j handles arguments, since it's atypical by stripping options from ARGV_z_
