Subject: [PATCH 1/2] docs: note binfmt/QEMU requirement for docker run
--platform
--platform can pull a foreign arch image and still fail with exec format
error on Linux Engine if qemu-user binfmt handlers are missing.
Fixes #3701

+### Select the image platform (--platform)
+
+`--platform` selects which platform variant to pull and run when the image is
+multi-arch (for example `linux/arm64` on an `linux/amd64` host). The daemon must
+be able to run that architecture.
+
+On Docker Desktop, cross-architecture execution is set up for you. On a plain
+Linux Engine install, foreign binaries need kernel `binfmt_misc` handlers
+(commonly installed via [QEMU user-mode emulation](https://github.com/multiarch/qemu-user-static)
+or your distribution's `qemu-user-static` package). Without those handlers,
+`docker run --platform …` may pull the image successfully and then fail with
+`exec format error` when starting the process.
+
+```console
+$ docker run --rm --platform linux/arm64 arm64v8/ubuntu uname -m
+aarch64
+```
