Make the primary sidebar accessible as a floating element on mobile

## Motivation

Currently on mobile phones, the main sidebar switches places with the article content.  In mobile, we have to scroll all the way down, past the content to access the sidebar.

## Proposal

Perhaps make it a drawer with a fixed button or non-collapsible button in the main navbar.
