Move information from the TuC to this repo

At MPEG#148 the group decided to get rid of the FFConormance TuC document and use this repository instead.
So, we need to figure out a way to include the useful info from the TuC document into this repository.

If you haven't seen it, AsciiDoctor wrapped by Metanorma (https://www.metanorma.org/author/iso/) might provide a simpler path from TuC to published. Clearly it'd be a ton of work to get something like 14496-12 into a completely different format though.
