fix(ci): dev-lineage specgit-accept installs CLI locally and chokes on bun catalog

Why

dev 分支的 `.github/workflows/specgit-accept.yml` 用本地安装：`npm install --no-save --no-audit --no-fund specgit@1.0.1`。npm 会向上解析仓库根 package.json，遇到 Bun workspaces 的 `catalog:` 协议直接报 EUNSUPPORTEDPROTOCOL（2026-08-24 在 PR #424 实测，SpecGit Acceptance 门禁全红）。

修复方向（二选一）

• 安装步骤隔离出工作区：`working-directory: ${{ runner.temp }}` 或 cd 后安装
• 对齐 main 系做法：`npm install -g specgit@`（main 版本为 `-g specgit@^0.5.0`，但注意两系 pin 版本不同需统一决策）

• 临时绕过记录：fix: open security alerts #424 分支内已将该文件还原为 main 版本后通过

Fixed by sync: PR #444 carried main's global-install specgit-accept template into dev (verified via git diff origin/dev origin/main on that file). Delivered, specgit finish ACCEPTED, merged as 27522d2.
