Voice mail notifications are delivered a week late (or not at all)

Text message notifications work as expected: if the phone is offline, as soon as it's back on the cellular network, a text message notification alerts me to a missed text message.
Voicemail notifications, however, are not working as they should. Instead of alerting me as soon as the phone is back on the cellular network, or even if the phone was connected to the network all along, voicemail notifications are either showing up a week later or not at all.

This is with DivestOS 20-20241110-dos-blueline (Pixel 3).

Yes, I have preferred network type set to "LTE only".
